Garden Grove, CA – Congressman Derek Tran (CA-45), demanding accountability and transparency at the Department of Homeland Security (DHS) over the ongoing use of lethal force and the blatant disregard of the law shown by Immigration and Customs Enforcement (ICE) officers, cosponsored resolution H.Res.996 to impeach DHS Secretary Kristi Noem for high crimes and misdemeanors.
While recently conducting immigration enforcement operations in Minneapolis, masked federal agents fatally shot two U.S. citizens, Renée Good and Alex Pretti. Despite ongoing federal investigations into these killings and widespread public criticism about the excessive force used by ICE — captured clearly on video — Secretary Noem was quick to falsely accuse these Americans of being domestic terrorists, and later admitted to her incorrect characterization.
“It has been abundantly clear that Secretary Noem lacks the ability to effectively lead DHS with transparency and accountability,” said Congressman Tran. “The reckless and violent immigration enforcement operations across the country leaves me with no confidence in Secretary Noem’s leadership. If President Trump won’t fire her and do his job to protect the American people and our fundamental values, then Congress must act and remove the Secretary. The American people deserve justice and a full independent inquiry to remove the veil of secrecy surrounding ICE’s brutal tactics.”
Across California’s 45th Congressional district, Congressman Tran has monitored ICE activity and has led efforts in Congress to place checks on ICE’s conduct. These have included cosponsorships of the following bills:
H.R.4176, the No Secret Police Act, to prevent ICE agents from wearing non-tactical face coverings while on duty;
H.R.5973, The Stop Excessive Force in Immigration Act, to place necessary limitations on the level of force allowed during immigration operations;
H.R.3172, The ICE Visibility Act, to require ICE agents to clearly identify themselves and wear visible badges or uniforms when interacting with the public;
H.R.944, The Access to Counsel Act, to protect the right for U.S. citizens and individuals with lawful status to be able to call an attorney or family member to obtain legal assistance when they are detained;
H.R.5941, The Restoring Access for Detainees Act, to require DHS to allow noncitizens who have been detained to contact their legal counsel and families, and;
H.R.4456, Stop ICE from Kidnapping U.S. Citizens Act, to prevent ICE from using federal funds to detain or deport U.S. citizens.
Last month, Tran voted against H.R.7147, the Department of Homeland Security Appropriations Act of 2026, which provides funding for ICE without necessary oversight reforms to ensure the agency operates in accordance with the law. In June, Tran slammed Secretary Noem and Acting ICE Director Todd Lyons after being denied entry to the Adelanto ICE Processing Facility during a statutorily-protected oversight visit. Tran’s Congressional office has opened over 230 cases to assist constituents with navigating the federal agencies to adjudicate their immigration status.
